Does a School Actually Need a Library Room?
A room is nice. Access is the point.

Many schools wait years for a library building. Meanwhile, a classroom corner or a staffroom wall could already hold hundreds of books.
What makes something a library isn't the room. It's whether children can reach the books, take them, and bring them back.
We'd rather see 24 metres of shelving working hard in an existing space than a beautiful building that never arrives.
